We all know the story very well by now, but it bears repeating. The Senate commissioned a report last year that found that local taxes per household in New York State are the highest in America -- more than twice the national median of $2,952. So the Senate believes that renewing a commitment to ongoing property tax relief is a high priority and responsibility this year, and we've proposed a plan to do it. It's a priority for local property taxpayers, for future job creation, for the quality of our communities, and to keep alive the hope for sustained economic growth in upstate New York. Our new governor has pledged to rebuild upstate New York. In his first address to the Legislature, Governor David Paterson said, "I have talked for decades about the crumbling upstate economy, the crush of property taxes and the lack of affordable housing. These are issues that we will continue to focus on and address, but we can do more."The way to begin is through upstate tax relief and that means, most of all, property tax relief.
