Over the past week, I’ve been asking this question of the Governor Paterson-led New York State bureaucracy, "What are we doing in New York State to encourage economic activity and growth?"

It’s an important question, because our response to this economic and fiscal crisis can’t just focus on cutting spending. We’re going to undertake comprehensive
